Philippine President Ferdinand “Bongbong” Marcos Jr. and Russian President Vladimir Putin held their first-ever bilateral meeting on June 17, 2026, on the sidelines of the Russia-ASEAN Commemorative Summit in Kazan—agreeing to deepen cooperation on energy, food security, and nuclear technology.

The talks, described by Manila as “productive and forward-looking,” centered on securing stable supplies of Russian oil, coal, and fertilizers amid global price volatility. Marcos also invited Putin to attend the 21st East Asia Summit in Manila later this year, underscoring the Philippines’ role as 2026 ASEAN Chair.

Despite Western sanctions on Moscow, the Philippines emphasized that its engagement remains strictly economic and non-military. Bilateral trade, though modest at $54 million in early 2025, is poised for growth through new frameworks in agriculture and clean energy. Putin praised Marcos’s “pragmatic leadership” and extended an invitation to the St. Petersburg International Economic Forum.

The partnership marks a strategic diversification for Manila, seeking resilience against supply chain shocks while navigating great-power competition in Southeast Asia.
